This may be a stupid ? but I'll ask anyway. Would a shift kit in a 727 possibly prevent passing gear from occuring. I'm still tweaking the kickdown/throttle linkages. I have NO kickdown at all now, not even at WOT, car shifts a tad early but they are crisp. I have 3.91's I believe. (3 grand at around 57 mph, maybe 4.10's?) Car seemed to be set up for strip and street action.

I have a snotty shift kit in my 727, and the kickdown is working fine....BUT, it DID take some re-adjusting at the throttle-pressure arm to get it right.

In order to get passing gear, I had to sacrifice proper low-throttle shift points though.........but I shift it manually as a norm, so it doesn't really affect me. Don't ask why the combo of my adjustments is screwy.......just don't know......it works as is for kickdown, and right on cue.

Play with the initial adjustment of the arm at your carb, and see what you get. Trial and error might solve it.

Sounds like you just need to adjust the throttle pressure linkage. Adjust it at WOT throttle so it pushes the linkage all the way back and see what happens. This is usually easiest done with a friend holding the pedal to the floor and you under the hood adjusting the linkage.
