Can anybody identify this wheel?

A friend of mine picked up a set of wheels like this when he cleaned out an old shop, and we are completely unable to identify the manufacturer. Would any of you guys know what kind of wheel this is?

Just guessing, no provisions for center mount hub cap, maybe a trailer or implement rim?

Are those spindles still on there, or are they mounted to an axle?
