Carter ball and ball help

I have a 1967 barracuda with a carter ball and ball 2 barrel installed. I am a bit lost in trying to figure out how this thing works exactly. I now have the throttle return spring that pulls it toward the front of the car installed and the throttle linkage. First question is I need to know if there is a second spring that pulls the throttle in backwards direction, I know some of them have it just can understand why used exactly. Second question I haven't fired this carbuerator yet because my battery dead waiting on new one it died in the process, but started pumping fuel and noticed that the top of plunger, (which I understand as being held upwards in closed position). Anyway the top of plunger (in pic) stiffened when opening throttle by hand with fuel in the carb and arm dropped but plunger rod didn't, I had remembered the plunger spring under tension without fuel which would keep the plunger under tension against throttle linkage rod. Don't know if this is suppose to be this way so as fuel is burned plunger goes downward or if the arm is suppose to pull the pluger downward and something isn't tight.

I believe the purpose of the secondary spring which you mentioned is to keep the trans kick down linkage against the throttle bracket.Not sure exactly what your asking in the second ? The plunger is a sort of accelerator pump and moves the column of fuel into the carb during sudden acceleration.I'm thinking the orifices may be clogged? You should see it squirt fuel into the carb otherwise. Hope I've answered your questions clearly and correctly.
