Actually, now that you mention it, it doesn't look like FL rust.
FL rust would be the roof rusted out under the vinyl or at the seams if the vinyl was gone, and maybe the cowl.
For $850 you get a manual trans column, pedals and linkage, a fold down rear seat and what ever else is still good.
