Okay I have checked and all the parts are in place the cables are there and not broken but when I pull the handle I get about 1/2 to 1 inch and then nothing. I assume something is frozen somewhere but I have no idea where to look. Anybody can direct me?

More than likely where the cable passes through the casing. You have a couple of options take them of and soak them in some diesel fuel or kerosene and work them out clean lube and re-install. Or buy new.

yes--you need to determine if it is stuck at the lead cable or at the rear drums, you can disconnect your rear drums & see if the handle works freely. If it does then your rear brake cables are frozen , if not then your lead is frozen & follow the above posts methods to see if it will unstick, Lawrence
