Antbosy know what for or if these holes arw supposedro be there?

Sorry pixs are sideways. Holes in question is the one to the left of the blower motor and the one above the speedo cable. Trying to clean it up . 75 duster if it makes a difference

The one above the speedometer cable is for the windshield washer hoses. At least it is for my 69 Dart.

Id go with window washer hoses and blower motor vent hose. (bottom of pare on link)
