gas tank not venting

:wack:new tank, new 3/8 sending unit, sock cut off to use as a return for fuel inj.,stock cleaned fill tube, vent ran like 68 barracuda diagram shows, new tank gasket for fill tube. extra vent -sticks out of tank above sending unit, ran it up above the fill tube w/ a rollover valve on it. tank won`t take but 7 gallons of gas, "18 gallon tank!" even raised front of car w/ floor jack when trying to fill it. tank doesn`t have any baffles or anything stupid in it. any body got any ideas on this? about to go to a fuel cell, really wanted to carry a spare. thanks for opinions or ideas------------bob----- o yea, 68 barr. fastback.

check to see if roll-over valve is installed correctly. maybe take it off and try to fill the tank up.
