I have a carter fuel pump, then when I tighten the flare nut ( no cross threading ) and stert the car fuel gushes out. I even tried thread sealer it seems that the fuel line isn't seating properly is there a o ring that goes in there ?

should be an inverted flare fitting on the fuel pump
or an adapter. I have seen fuel pumps where you need to screw in the little inverted flare adapter

where do I find the adapter ?
I am not sure.
First check to see if you have an inverted flare fitting already present in the fuel pump.
If you do then check to make sure the fuel line has an inverted flare also
If the fuel pump doesn't have one you will need to find the correct fitting. If it were me I'd take the pump into an autoparts store to see what I could find.
