Lower 727 Shifter bracket

I had to remove the lower shifter bracket to get better access to fit an adapter pigtail and plug for an electronic speedo. Trying to refit the bracket but because the two bolts which go through the boss are welded to the bracket, i cannot get the right angle to slide the bracket up over the shifter . are the 2 bolts meant to be welded to the bracket, or can i just grind them off and insert 2 bolts once the bracket is in place and tighten with nylocks? ....Or is there an easier way that i haven't figured out yet??

I had to pull the cotter pins on the shifter shaft in the interior and disassemble the shifter partially to raise it up. This allowed the bracket with bolts to align and install.
