Lower Control Arm Bushings

One of my 71 340 Duster control arm bushing sleeves doesn't seem to be steel. One sleeve came out while I was pressing my pin out which was nice. On the other one I tried doing the weld a washer on method but my MIG would not strike an arc. It will everywhere else on the arm. I did a magnet test and it will not stick to the sleeve. Are some not steel?

I don't know about whether or not it is steel, but the tap method has always worked for me.

I dropped a close OD washer or 2 into mine, then used a chisel and hammer to fold the flange over and inward to capture the washer. then I was able to use a press to press it out.

Thanks everyone. I ordered a tap from Ebay and it worked like a charm. Even though my first one came out with the washer weld technique, the tap is easier and faster
