for sale still new in box unused 9 inch rear brake drums paid over $80 + shipping went to disc brakes instead cant return them. sell for $50 +shipping for pair

Are these fronts or rears? If fronts are they bare or with hubs? If hubs present, are they L& R threaded lugs, both L or Both R.?
 
Not correct. Fronts are 9 X 2.5", rears are 9 X 2". Drums are bare then, with no hubs?
 
9.060 is an excellent indicator of diameter. They are definitely 9" dia. drums. The .060 is basically the maximum amount of material that can be removed by turning them before they are considered unuseable/unsafe.

Are they fronts or rears? Needing front, but given the shelf time I had hoped yours had the hubs included. Back when, They always included the hubs with a new front drums because the lugs were swedged/pinched to "clamp" the drum to the front hub.
 
Measure the depth of the drum to determine if F or R. Specifically the width of the machined friction surface inside the drum.
