To my knowledge they didn't put the vin on the rad support or trunk drip rail like they did in 69 up. The S.O. (shipping order #) is located in the same locations. The S.O. # is found on the fender tag. Hopefully you have that ?? S.O. is also on the buildsheet I believe. It's much harder to tie the body to the vin without the fender tag, dash vin tag and or buildsheet.
You are correct. They don't put the complete vin # on a 68 fender tag. Instead they have a "S.O." #. This S.O. # should be on the rad support as well as the rear trunk drip rail.

No not to my knowledge. That's why it's important to have the fender tag. With the fender tag you will have the S.O. # and that will match up on the rad support and trunk rail. Without the S.O. # you're in trouble.
