Package shelf with speaker holes 70 Dart - they don't align!

So I bought a package tray with speaker holes from Classic Industries........the speaker holes do not line up with the 6x9 holes for the speakers, anyone know why? The holes are too far "forward".

do you have the package tray slid under the rear window gasket? i makes all the difference
