paint removal

I have a 1970 Dart Swinger with a 340 engine and the previous owner decided to spray paint the air breather a glossy black. Does anyone know a paint remover that will not take off the textured paint underneath it or do I have to strip the whole paint and repaint it with the textured black? Does anyone have a suggestion on what to use for the paint removal?
 

Nothing to lose by attempting to shoot some flat black rust or BBQ paint over top of whats there to see if you can return it to what it should be...

You can try oven cleaner- the nasty, stinky stuff; not the scented, environmentally friendly garbage.
Spray it on, let it set, then try scrubbing it off with a nylon scrubby pad or nylon bristle brush (or an old toothbrush). If you have to reapply, try not to get too much on the exposed black wrinkle paint.
Clean it well once you've gotten it as good as you can, then maybe hit it with a light coat of flat black to even the color back out.
