Throttle return spring

1966 dart L6 225 with the 1920 Holley 1bbl. freshly rebuilt. issues now with throttle return spring not allowing full return. stops 1/8 - 1/16 too soon, so idle remain too high. I can push it with finger and idle will reduce. Can the spring be the culprit? Too loose? Also it sure seems haphazard how the spring is attached to the engine. Sorta just holds onto the washer on the bolt on the engine? Is there a better way to mount it? Do i need a new Spring?

Ideas? here is picture of the current set up.
Also tried adjusting idle screw and even after adjusting, spring still does not fully return. Maybe bad angle? I have also tried tightening up the spring a few rings, and it is not helping.

Make sure your fast idle cam screw is not the culprit and then also check for gasket interference. Sometimes the base gasket can start coming apart and get in the way. If the throttle shaft bores are worn aside from replacing the carb you may be able to loosen and re-center the throttle plate to allow a better idle return.
 
It's not supposed to go to the washer on the manifold. It originally had a little post that attached to the back of the choke pocket that stood up and had the spring on the end. Also that doesn't really look like the right spring. The location is probably not pulling it all the way through the revolution. That jegs bracket you show looks similar to the stock one, minus a few holding tabs, but it would work. Just attach it to the choke pocket bolt closest to the valve cover.
 
Yeah, you are missing the throttle spring bracket. So the pull is not at the right angle, and may be too short.

Thanks for the quick replies. So the Jegs bracket and spring appears to have 2 springs? Is that what I need? why is there 2 springs? Looks like the bracket will work. also it looks like I could just find a L bracket and use it? But my spring certainly looks wrong. It is supposed to be real tight, right?
 
The two springs allows it to pass tech at NHRA tracks, and they're relatively easy to come by and pretty much the same price as a single spring, so it's a why not situation. I feel like the idea is in case one breaks it won't leave you at WOT, but I don't know. It's supposed to be under tension slightly when installed so that way it doesn't recompress all the way before the throttle blade closes. It only has to be heavy enough to return the throttle.

You can also check that the idle screws are not holding it up from closing. An L bracket would work for what you need. You can go to the "HELP" section of an automotive store and find that dual spring for about $4.00 and the bracket can be found in the bling bling chrome aisle next to the colored wire loom and chrome air cleaners. It's made by spectre and about $10.00. and that will work. The other option is to just bend a piece of steel and drill holes in it.
