1966 dart L6 225 with the 1920 Holley 1bbl. freshly rebuilt. issues now with throttle return spring not allowing full return. stops 1/8 - 1/16 too soon, so idle remain too high. I can push it with finger and idle will reduce. Can the spring be the culprit? Too loose? Also it sure seems haphazard how the spring is attached to the engine. Sorta just holds onto the washer on the bolt on the engine? Is there a better way to mount it? Do i need a new Spring?

Ideas? here is picture of the current set up.
Also tried adjusting idle screw and even after adjusting, spring still does not fully return. Maybe bad angle? I have also tried tightening up the spring a few rings, and it is not helping.
