When I was taking the bushing out, which was a major PITA, this sleeve came off the arm. Can I just weld it back on or do I even need it, the other side didnt have one.

I'll bet your working on a 6 cylinder, A body car, and you found that sleeve on the rear bushing shell.
Lots of 6 cylinder cars got them as a "reinforcement" but in the real world they don't do anything.
Not worth the effort to reinstall them.
Just leave them off, and don't worry about it, and don't loose any sleep over it.
And by the way, they aren't welded on, they are just pressed on.

I have lots of them in my collection of never to be used again parts. lol

I agree with not having to reuse them. I have the front end bushing tool kit from mancini and it comes with the correct installation tool for reinstalling the sleeves. I just reinstalled them on my 71 R/T charger.

My '67 V8 car had that, I tossed it in the parts bin, couldn't see how it would do anything for me.
