The clothes in my circa 2001 Whirlpool "Ultimate Care II" washing machine seemed to be just sitting there during the wash cycle, although the washer made all the usual noises and ran through all the proper cycles. Come to find out, if you can spin the agitator by hand (with the machne off) both clockwise and counterclockwise, then the "agitator dogs" are probably worn out. The top portion of the agitator should only turn one way, that's what sends the clothes on top back to the bottom of the tub. The "dogs" are easily replaced using a 7/16' socket and 3/8" ratchet.
