wiper electric issue

Ok, 69 Dart. 2 speed wiper system. No electric washer.
When I turn it off, it parks correctly. Turn the switch to the first click, wipers come on. All is good. When I turn it to the 2nd speed, the wipers stop. Tried another switch, same thing.
Tried another motor. Same thing. So, I assume it's a wiring issue. Any ideas?

If you have a FSM there is a full terminal to terminal test outlined.
