can anyone tell me where i can get wiper blade refills and new wiper arms for a 70 duster.i cant seem to find them at year one layson's or classic ind . thanks.

Try mega parts. They have the blades but not sure on the arms.

If you search 70 duster wiper arm on ebay there are a bunch more for sale, not sure on condition, some even though they look nasty or dirty will clean up pretty well
also not sure on the blades

Are your wiper blade frames good, you just need the actuall wiper refill?
