circuit board burned one of the areas going over to the panel regulator. what should i look for that would cause this. i am thinking of a bad ground but not 100% sure.
 
If it's the trace feeding the regulator, might be a bad regulator itself. Really you just need to "follow the path" literally, and see where it leads. "What is on" that path so to speak?

If that is it, that could be bad, as the gauges themselves might be damaged

will do. would the two missing bulbs and sockets on the other end of that contribute to this as well. it did burn up my new vr when i bypassed the burned spot as well. i am putting a new vr in this week after i solder the spot back together.
 
The bulbs should not be an issue. If you burned up a VR you may have a shorted gauge. You can get "some idea" of how the gauges are doing by "rigging" two 1 1/2 volt cells in series to output 3V, and wire directly to a gauge unit, one at a time, here:
