You can tell by the bottom of the cones that they have bottomed out and are not holding anymore. Your going to have to cut the bottom of the cones .060-.080 and then ad a shim of the same thickness between the cone and axle gear.
You want to use a single thick shim, not several thin ones. I've used pinion shims from gear sets.SG,

I assume all spider gears and pin are the same. Do you have pin and spiders collecting
dust?
