Slots in the rear parcel shelf, what are they really for? Seatbelts?

You know what I'm talking about, those slots with a couple of screw holes just outside them that are on the far left and right of the rear parcel shelf. Look like they were for retractable seat belts but surely not, as even the 60's MoPars had them.
 
I believe they were an option in 69 and possibly other years. There was a member here who had a set and installed them.

Cudas don't have pkg shelves,lol.
They shouldn't even have rear seats cuz the fold downers weigh 70 pounds!!
Thank goodness that weight is almost right above the rear tires, where the 35 pounds worth of Dynomax mufflers are hanging!
I know I know, you don't see the relevance. Me either I'm just banging up my post-count.
I think my smogger Darts had those back in 73/75

These came out of a 69 Charger RT/SE I had.
 
Dam I always thought those slots were for disposing of things like spare change, bobby pins , broken pencils , gum wrappers and stuff like that.
You know all the stuff you find under the back seat when you pull it up the first time.
 
Any one got photos of how the top anchor attaches or is welded to parcel shelf?
Mine are already installed so no photos but there are reinforcement plates below the package tray which are held in with screws . the seatbelt has a loop sewn on the end which slides thru the plastic trim bezel and tray...a steel dogbone about 4"long then slides thru the loop then you pull the belt up and the dogbone snaps into the legs of the plastic bezel.
