Value is probably about the same as any 340 crank that's been cut 10/10.
Rarity is subjective- HTC reconditioned crank, or a special forging? (ala the DC eight bolt cranks)
With most builds going with a stroker nowadays, stock throw cranks have (for the most part) lost a lot of their desirability, but a good crank will always retain some "value".

Well, that would have been something nice to know- it makes a difference! Value is still dependent on reaching the right buyer in a somewhat limited market.
