I've heard yes/no on primer. Frank Badalson sells PPG engine paint that needs hardener, he says no primer. I've not used it and they turn out fine. Don't want to much thickness to clog up the cast iron texture. I see some engines that are just smooth, no texture left in the iron.

@Bob Jasinski yes the California rules make it difficult. Never had to deal with that problem.

Start with an air nozzle. The flaking paint is not adhered well and it will blow off. Hot pressure washer is good also. Then start in with the chemicals and strippers.

Problem with that idea: caster does not wear the tires, but has a dramatic effect on how the car goes down the road and weather it pulls or not. If it's not even it will pull hard to the low side
