We stopped using DEET a long time a go and use a number of newer safer? products with eucalyptus oil. You have to re-apply it fairly often but it is better than smearing our grandkids with solvent. Who knows how it would affect them or their kids. To late for me i'm sure. my parents used it...

build a trough around the bolt with putty and fill with penetrating fluid. let soak for 24 hrs. then hit the bolt with big hammer while trying to turn in any direction. Always works for me.
