I almost forgot, the 71 grill was used because it came with the car and it is in great shape except for a couple of the mounting tabs. I searched high and low for a nice 72 grill without success.

I am almost posative that it is wired correctly, like the diagram. 2 wire ballast. I will also check the resistance at the bulk head connector tomorrow. I am getting less than 12 volts on that side of the ballast and everywhere else I am getting 12 plus.
