the comp cycles between 30/50 --how do you get to the evap thermostat?

can someone help me with a dealer installed a/c on a 72 dart swinger/6--it's shortcycling--new compressor--new evap--new exp valve--new dryer and low press switch vent outlet only gets to 53 deg. i can hot wire a/c comp and vent temp will get to 35 deg.
