Tape on the rotors? I have not seen that before.

One of the rear parking brake cable clips has not been inserted all the way yet, if it sells, buyer should fix that.
 
Tape on the rotors is probably to prevent paint from getting on that surface.
Are the rear shocks mounted upside down?

Yes. Just one of many things that raises questions.
Hope no one gets burned on it.
 
The tape is not on the surface that the brake pads touch, it is around the hub.

They may have painted the hub a different color other than black. The pad surface will clean up first time you hit the brakes.
 
The selling reserve is 21k and that might be a tough sell. The pictures are lousy and you cant see the fine detail but it might be worth around the 15k range. My guess.
 
The photos appear to show paint over rough textured surfaces - probably rusty. Lots of indicators showing lack of attention to detail such as the brake clips. Actual condition of engine unknown. A lot of faith would have to go into that purchase at asking price. IMO that's a price for a turn-key super nice resto. But that doesn't mean there arent others who see it differently. I do think the market for other people's hot rod vision/projects are limited.
