TMM, it's easily a decent 11.50 car & as mild as it seems it will be a low maintenance car. That's what I liked about the Dakota, it was extremely low maintenance & easy on parts. We never blew up any engines, we shell a ring & pinion which lead to destroying the converter snout & sprag. All of the went on from late 1999 to late 2014 when Bob bought me out, retired from drag racing & gave the truck to his grandson.
I think you are absolutely correct. Nothing exotic or over the top.
 
Once he gets a ton of seat time & figures out what the car likes, who knows with a step to a 4.30 or 4.56 gear he may get it in the low to mid 11 second area.

I am getting the history in bits and pieces. The PO put a 509 Comp cam in to slow the car down. Maybe it wasn't consistent? It has a 850 DP and a Performer RPM on it it looks like. They kept the big tube headers. Probably why it sound so mellow but sounds good down the track.
1.30 60' 29.5x11.5 Phoenix tires. Like you said, built for low maintenance and consistency.

He may want to try out a single plane intake & different thickness spacers, the information so far looks exceptional. If it were mine, that's what I would do. And the reason I mention this is, I spent many weekends changing intakes & spacers before I hit on the combination my 408 liked. Now I'm starting at square one with my 416 when it's completed & installed.

I don't know where Garry is going with this one. If it runs consistent he might leave it as is. He figured out why the trans brake wasn't working, blown fuse. Easy fix as long as there isn't a problem there.

(note Dakota seat) Garry says it's comfortable. LOL Needs a fresh set of belts to be legal.
