They are not.

The problem is really with the American companies that do not do quality checks or spec the product correctly.
 
couple of things come to mind...
installing 1 3/4 drums instead of 2" or visa versa
If shoes were replaced the wrong stand off pins/springs may have been used?
 
What i think, is that they used the front drums for both front, and rear, which we know is not the same.
