yes a solid state regulator can pass full system voltage to the gauges if the regulator isnt properly chassis grounded.

I found the answer is YES!
"The purpose of the resistor is to resist the flow of electrons, reducing the current that flows. It will do that just as effectively whichever side of the load you put it on, be it positive or negative since the current is the same throughout the circuit.

I don't know what resister you are speaking of. The little round thing on back if inst' panel near the fuel gauge is not a resistor. It is a capacitor. Its function is to absorb electrical spikes generated by electrical contacts open and close. If they weren't employed you would hear all sorts of POP sounds in the radio speaker.
It can't be placed on the neg' side of the gauge circuit either.
