That looks like a table of contents with the Title to each standard.
I don't know what the details of each standard are. But these cars did not come with:
functioning speedometer and odometer
front window defroster
drivers side mirror
front fender side marker lamps/reflectors

That part number 2768584-5 for outer support shows in the 1968 parts book as the "support, outer" bracket that attaches to front frame rail.

If it was an early picture, when in its early life was it taken? As delivered, racer prep after delivery, as raced early, etc?

On regular production 1968 vehicles, the Shipping Order number (S.O.#) is stamped on trunk lip and radiator support. SO# is also stamped on Fender Tag and written on buildsheet.
On 1969 and newer mopars, the two digits before the vin are then plant and year.

Convertibles had rear torque boxes. And front boxes. And I think reinforcing inside the rocker panel. Would have to look if that is referenced to in the notes.

I think the mirror block off has an 25xxxx part number??? So that originates to 1964-1965. The second digit is typically the year it was first used (intended to use).
