Right on Bill , the one Holley I remember was R-8691 Chry. Dodge , Ply. 225 Eng. 2 Bbl Economaster only because I had one.

have you checked the choke unloader tang ? RedFish is right in his post as to how the choke vacuum diaphragm works.

To answer your first question ,YES .the bi-metal is overstressed [not exerting enough force to close the chock plate when the eng. is cold] or to it open it all the way when warm

I would turn the idle mixture screws out a little ,about 1/8 to a 1/4 and check for improvement
