    pull the plug off the nss, put it in reverse and check for continuity between the 2 outside pins. I would bet that the plug is too loose to make a good connection. go buy a new one (not another 40 yr old used one) and replace it. That is what I just did on my 69 Barracuda.

    no, you can run a light with both high and low beam on at the same time... it is a lot of current draw on the system but won't kill the lights.... (done it on purpose before, using relays though)

    I have 2 of them (AutoGage brand) that do the same thing. I think the needle stays wherever it was when you turned the key off. They have been that way for years. One in my 59 Suburban and one in my wife's Mustang so it does not seem to be vehicle brand specific. I would not worry about it.
