My Charger had two, one under the gas tank, and one that was on the fender, both plastic. Dart has two aswell, one on each fender, will fix that. Also plastic

On my Charger the driver side was pin heads up, passenger side was pin heads down

In 71 the Dart bumper goes to quad tail lamps, 70 is dual, however the Scamp bumper IS the same as the '70 Dart.

Not an expert on A-Bodies (yet) lol but I think that hood hinges should be pretty tight. Elaborat on what you said, I'm not entirely sure what you mean
