Not too familiar with the earlier A bodies. Are you going thru the wheel well or trying from door side? I would think if you pull the splash shield and go from wheel side using a socket that fits over the stud but not the clip to push it on. If it's the same retainer as the later cars.

If it was cheap rattle can paint, and this will take some elbow grease, you might try buying some polishing compound and see if it will cut it on a small area. I know years ago I used carb cleaner to take a radiator down to the brass but I don't know how it would effect the underlying paint...
