I just rebuilt my front end and as per the instructions that came with the Moog parts they stated that you will use the flat washer to adjust where the cotter pin hole lines up. If it's too high in the castle nut without the washer then put the washer under the nut so the hole is more centered...

I moved mine back 1/2". I used some 1/2" thick aluminum plate to make the spacers. Now my wheels look centered in the wheel wells.
