You could pressure test the pump but the easiest way is to carry a gallon with you and when it quits (at 1/4 tank) dump in the gallon and go to the nearest gas station and fill it up. Compare the amount it takes to the advertised capacity of the tank. If it a 20 gallon tank and it only takes 15...

Could it have been in the bottom of the carb parts cleaner bucket off another carb? It's happen to me before.

ah.haa...................That's the ticket. I think it's a baffle that goes vertically in grooves between the float and the needle assembly. If not I will continue to guess.

I seem to remember a so kinda lockout that wouldn't let the secondarys open till the primarys are fully or almost fully open. Does the primarys open all the way with the pedal?

Both are correct. The closer the attachment point is to the shaft the less travel length (on the cable) it will take to acheve full throttle.
