Short answer, of course you can safely run it without blowing the motor as that is what they were made for. You might not like it much on longer trips, but there is not one reason it should damage the the motor unless you over boost, or don't have a good handle on your ignition timing and ring...

Seems to me on boost there wouldn't be any vacuum to open the secondaries.

If you are not going to be using an EFI system with built in timing retard functions you might be best off to look at that E curve a bit closer. You are going to need those capabilities with boost, and the E curve along with a good coil should set you up pretty well. Just an opinion.

Are you sure the balancer hasn't moved and it's not really 30 degrees BTDC? A TDC timing mark verification may be in order.

Pretty sure you are asking about what the tension should be on pretty much any belt, and it is a half inch deflection at the center between two pully's.
