Nice work and this is a COMMON issue with hood scoops that open to the engine compartment. You are packing air into the compartment that fights the air coming in from the grille.

Just as a test, plug the scoop openings and see if it runs cooler.

Correct, but that's the low load side of the equation. This is similar to using two relays and independent feed circuits for hi/low headlights systems. If you run one power line and that fuse pops, feeding both hi and low, you have no lights. Running two circuits, if the low side pops a fuse...

Use a small campbells soup can or a piece of pipe and wind a coat hanger around it. New hoses become old hoses and suck closed after a while.
