I would scuff and spray gloss. I used the gray scotch bright to scuff my dash before I sprayed it. I didn't primer it probably should have but I just sanded the rough spots and scuffed the rest. Then sprayed with the rustoleum metallic color of my choice. Same with all the plastic pieces and trim.

I would weld long enough to get a good penatrating puddle and let off go to the opposite side and do it again just keep bouncing around so each side has time to cool by the time you get back to it. Take my advice. I've been in your position young in college and trying to afford to restore a car. It rarely ever works out. If the car is solid just drive it and enjoy it have fun with the little stuff and repaint it later in life after you graduate and have a good paying job.
