Plugging the vacuum leak and adjusting the carb resulted in reading of 19" manifold vacuum.

Update: Went to remove carb when I noticed the plug that had previously been placed in extra intake manifold vacuum port was missing.

Professionally rebuilt less than 2,000 miles ago. I don"t expect to find anything worn out yet.

All the plugs are new Autolite 66. Distributor is single point

Yes it was a factory V-8, Formula S, in fact. The two "394" oil pans have a factory dent/relief about 17 1/2" from the front on the driver's side, which appears to be the correct spot to miss the steering link. I hope so.
