The rust is all around the sunroof edge. but these are the main parts that are concerning me

My dart sport has an awesome working sunroof! but the previous owner screwed sheetmetal screws into the roof around it (he was a tweaker). Its pretty rusty in the corners and I don't know much about welding and body work. Do I HAVE to cut the section out and re weld the new one in? any other...

What would be even better is to have a set of side window loungers with it to match. Take the quarter panel pop out window and cover it. Has anybody seen that design? I'd be interested in a set....
