Dart Sport Hang ten sunroof issues!!!

My dart sport has an awesome working sunroof! but the previous owner screwed sheetmetal screws into the roof around it (he was a tweaker). Its pretty rusty in the corners and I don't know much about welding and body work. Do I HAVE to cut the section out and re weld the new one in? any other way?[-o<

The rust is all around the sunroof edge. but these are the main parts that are concerning me
