Yes, Wheel Vintiques, Stockton Wheel and I believe Rallye America can make them for you in custom widths and backspacings.

i was under the assumption the 15" rally wheels on b-bodies were available in a small bold pattern

Only A bodies used the 5X4" bolt pattern.
