Its not missing. For some reason it does not come with the assembly. I have had 10 NOS sets of these and not one came with them.
I do have some NOS sets of trim

is that price for a left and a right? also the trim piece is chrome not black. maybe you are thinking of the trunk insert panel for a "S" model which is black.
