1969 Dodge Dart - Two Rectangular Drain Holes in Bottom of Doors

Is something supposed to be installed in these drain holes at the bottom of the doors?

They do not exist on 67 dart. Could be as you thought, a drain hole cover of some sort.
OR

was there ever a courtesy light in the bottom of the doors?

Is there one per door, or 2?

This is a drain so water in the door can escape.

Yes, two rectangular holes per door with what look like screw holes next to them.

I think the "screw holes" are sort of weird... nothing goes there. Have to wonder what those Mopar engineers were thinking?

Yes, weird. I am imagining that earlier engineers were going to install some kind of rubber flapper valve there, and the later bean counters decided to eliminate it. ?????????
