You will know by it having the multiple vent evap system with the expansion chamber in the trunk (71 and 70 california cars had this as well).

Okay mine is 1970 and it is california car so it was missing and bought decebt used fuel neck tube as it show in the photo but near up to neck there one short tube sticking out is it correct or correct for 71 model?

That is a 70 vented tube for standard emissions cars not the 70 ECS system. Somebody must’ve changed it.

You can cap it or run a vent. Either way will not hurt anything
