1974 Valiant Scamp, what is this controller/module?

I have a 1974 Plymouth scamp that used to be a well maintained car, it seems in its' more recent years the electrical system degraded faster than the owner could keep up with. I recently acquired the car and I'm looking to go through all the electrical issues.

The first glaring issue I've come across is under the left side of the dash near the steering column, it is an odd electronic board that has been DIY repaired. It looks to be a controller of some sort, though I'm not certain what it does.

Any ideas what this is?

I think I may have answered my own question, but it appears to be a seat belt interlock. The DIY work on it looks to bypass the system, but it is crude and exposed, causing corrosion to eat at it. I imagine I will need to find a proper way to bypass it?
