318 stock exhaust manifold questions

Two actually:
1. The heat riser has a coiled spring attached to the weight. On my manifold there is what appears to be a second spring end which is not attached to anything. Where does it go? See pic.
2. On the opposite side of the weight there are two "posts". One is the rod that the butterfly is attached to, the other is a post (or in my case, what is left of a post. Both of these have grooves in the end for what? Maybe a spring? See pic.

It appears to be a "stop" to prevent the spring from causing the flap in the exhaust manifold from over-rotating and increasing restriction of the exhaust gas flow.

Not to hijack the thread but can you remove that valve without messing up cold-weather warm-up?
 
It may not be necessary where I live (Georgia). I have an older Pontiac and just wired it open. On a really cold day it is bothersome for a short time, but we seldom drive it in cold wx anyhow...
For my Duster, I wanted to have it working - at least at the beginning.
